Why do I need a dilapidation report?

Ningi pre-purchase building inspection report reveals balcony damage

When purchasing a house, unit or apartment with a raised deck, verandah or balcony it is vital to ensure that it is safe.

A recent building inspection in Ningi by All Suburbs Building Inspection Reports (ASBIR) discovered extensive issues to the entire verandah structure.
 
In fact, Senior Inspector Fred Broekman recommended that the area should be cordoned off and not used until urgent rectification works had taken place.
 
“Very rarely do we see decks or covered entertaining areas in such disrepair.

“The general condition of the covered patio was so poor – including evidence of water penetration, severe wood decay, rust, cracked floor tiles and concrete – that it posed a significant safety hazard to any occupant or visitor to the home,” he said.
 
Regular building inspections are essential to ensure structural safety. These inspections will check strength and straightness, construction, gaps, decay, corrosion (rust) and termites.
 
As standard in ASBIR’s pre-purchase building inspection reports, our extensive assessment for outdoor patios or entertaining areas includes:

  • Checking the decking boards and the butt joints in the boards;
  • The handrail and bottom rail to post connections;
  • The balustrading to rail connections;
  • The joist to the house and the joist to the deck connections;
  • Plates to house connections;
  • Bearers and supports and footings. 
  • Plus the inspector will always check the underside as well for decay and termite damage.

Furthermore, for decking adjoining a pool or spa, balconies exposed to the elements or properties near the coast it’s also essential we check for rust of the fixings and connections (nails, screws, metal brackets, bolts etc).

According to Fred, you should be concerned if you notice any of the following:

  • Blistered paint
  • Changes to the timber such as depression, sagging or loose timbers
  • Termite mud tunnels
  • Fine sawdust around timber
  • Build-up of soil around base of timber, and
  • If you hear any creaks or groans.

Should I be concerned about cracked concrete? 

Generally speaking, many visible cracks in concrete are actually safe. It’s natural for hairline or superficial cracks to appear over time as the concrete and ground below settles. In fact, it’s very rare for ASBIR to complete a residential or commercial building inspection that is completely free of any concrete cracks.  

So when should you get an expert to assess if there’s a bigger issue at play?  

As a rule of thumb, if a crack wider than a debit card and if it runs the depth of the concrete it could be a sign of a bigger, structural problem and should be investigated further.  

Five common reasons concrete cracks  

Here are the most common reasons concrete may crack:  

1. Shrinkage 

Concrete shrinks as the excess water evaporates and the concrete dries and hardens. Unfortunately some contractors will add too much water to the cement mix making it easier to pour and handle, but more  vulnerable to cracking. 
ASBIR Inspectors recommend control joints, or the grooves you see at regular intervals along the concrete, to help relieve the pressure that leads to cracking.  

2. Settlement  

Concrete typically takes at least a month to settle and really harden and should be “cured” during this process, which means regularly moistened. It’s important to note weather can also affect the settlement or hardening process. 

3. Heavy loads 

Concrete cracks caused by heavy loads are usually structural cracks and should be checked by a structural engineer. They are caused when the concrete has been overloaded or the slab has insufficient support. 

Always be mindful about the weight or load of trucks or vehicles driving over existing concrete, or speak to your concreter before you pour a new slab or driveway about how it will be used to ensure the concrete won’t be compromised down the track.

4. Corrosion 

Corrosion occurs in concrete when the steel reinforcement (rebars), laid before the cement is poured, are installed too close to the surface of the slab. They can rust which will can lead to concrete staining and cracking.  

5. Movement of the surrounding soil 

This typically occurs when areas surrounding the concrete have not been properly retained or landscaped, or the concrete footings have not been installed correctly. 

What type of concrete cracks require repair?  

The most common concrete issue that requires attention is when the concrete surface, most often a driveway or pathway, has subsided and creates a trip hazard.  

Subsidence occurs when the ground below caves in or sinks.  

When this occurs in a driveway or pathway, this biggest concern is getting it repaired to ensure your family or any visitors to the property don’t hurt or injure themselves.  

Although more rare, subsidence can also occur in the concrete slab of a house or building. This can result in significant structural damage to the entire property. As evidenced in this recent Building Inspection Report we conducted in Bellmere, Queensland

Subsidence is usually evident by the changes or movement of soffit sheets, moulding and brickwork that ‘subsides’ lower or moves away creating gaps in brickwork or potentially pulling paster ceiling and cornices away from other walls.  

What should I do if I notice cracking in my concrete?  

Any cracking should be monitored over time for further movement and rectified urgently if it becomes a trip hazard. 

If you’re concerned that any part of your concrete may have subsided, we recommend contacting us for an independent building inspection as the first step.

Depending on your personal circumstances – whether you are the home owner or tenant – you may be able to claim any damage on your insurance.  
Whatever you do, don’t overlook subsidence issues as they will only cause more headaches down the track.

Queensland Smoke Alarm Legislation Changes

Are you buying or building a new home, townhouse or unit in South East Queensland? Did you know that the Smoke Alarm Legislation changed on January 1, 2017?

Following a surge in house fire related deaths, the Queensland Government has introduced new protocols for the placement and type of smoke alarms, all of which are designed to better protect you and your family in the unexpected event of a fire.

What are the latest Queensland Smoke Alarm laws?

The changes essentially mean that every bedroom must have a smoke alarm; every smoke alarm must be photoelectric NOT ionisation; all smoke alarms are to be powered by a 10 year lithium battery or 240 volt electricity; and every smoke alarm in a house must be interconnected.

While a number of these new laws are already effective, there is a transition phase with different regulations coming into play over the next decade, however, these vary dependent on whether the property is:

  • An existing dwelling
  • Being sold, leased, or has an existing lease that is being renewed
  • A new dwelling or property undergoing substantial renovations

The key outtakes property owners, potential buyers and tenants should be aware of include: 

Smoke alarm laws for existing dwellings:

  • When replacing smoke alarms they must be photoelectric and comply with the new Australian Standard (AS) 3786-2014.
  • Any smoke alarm that does not operate when tested must be replaced immediately.
  • Existing smoke alarms manufactured more than 10 years ago must be replaced, plus every smoke alarm should have the date of manufacture stamped on it.

Smoke alarm laws for dwellings being sold:

  • Requirements for existing dwellings (shown above) apply.
  • The seller must lodge a Form 24 with the Queensland Land Registry Office stating the requirements of the smoke alarm legislation have been met. This form should be part of the check done by the conveyancing solicitor.
  • Note: From 1 January 2022, smoke alarms in dwellings being sold must comply with strict legislation including switching to photoelectric standard (if not done earlier), the installation of a smoke alarm in every bedroom and interconnectivity between all smoke alarms.

Smoke alarm laws for investment or rental properties:

  • The existing landlord and tenant obligations regarding the installation and testing of smoke alarms continue.

Caboolture Building Inspection Unearths Sub-Floor Issues

All Suburbs Building Inspection Reports (ASBIR) regularly conducts residential and commercial building inspections across the Caboolture and North Brisbane region.

One recent residential report discovered substantial sub-floor issues that required urgent repairs.

“Many home owners and landlords neglect the sub-floor area without realising it can be the origin of many problems within a building,” said local expert and ASBIR Senior Inspector, Fred Broekman.

In order to accurately assess any potential damage or issues, our inspector needs to gain access to the sub-floor in order to detect footing issues, damp issues, wood rot and borer damage – either to the floor itself or the floor frame, along with leaking showers and concealed termite entry points.

Analysis of the sub-floor is routine in ASBIR’s comprehensive building inspections and critical for older homes where potential issues may have gone unnoticed for a number of years.

“In this case, the building was constructed on brick stumps and we identified more than eight cracked brick piers that required urgent repairs and replacement,” Fred indicated.

“We also noticed the underfloor soil was damp, suggesting that water runs through the sub-floor area. This water ponding in the sub-floor areas may adversely affect concrete footings over time.

“Our recommended approach was to continue to closely monitor the area and investigate modifications to divert water away from under the house in order to prevent long-term damage,” he said.

This Caboolture building inspection report also found that no ant caps had been installed.

“Antcapping is a crucial step to help minimise the likelihood of a concealed termite attack. It’s important to note that antcapping doesn’t necessarily prevent termites entering a structure, however, when fitted correctly they force the termites to build mud tunnels around the visible sections that will help with early detection,” Fred suggested.

ASBIR always recommend home and building owners engage a Licensed Pest Inspector, particularly if it’s not possible or practical to install antcapping retrospectively.

Building Inspection Caboolture Reveals Roof Defects

Pre-purchase building inspections reports are a critical step in the due diligence process when buying a home in South-East Queensland.

A recent Caboolture property inspection was a prime example of this, revealing roof defects and subsequent structural and paintwork issues that the new owner would need address to bring the home up to scratch and prevent further deterioration.

Among the issues identified in All Suburbs Building Inspection Reports (ASBIR) comprehensive 81 page assessment, one of the biggest areas of concern was the poor condition of the roof, the need for a rust treatment to the roof, and the subsequent damage roof leaks had caused to the property.

There were a number of locations throughout the house where the roof had leaked, including the chimney area and bedrooms. There was evidence of current water penetration through the bedroom ceilings, with ASBIR recommending a roof plumber be engaged to investigate further and pinpoint exactly where repairs would be needed.

Moisture damage was noted to the some roof rafters, along with internal and external walls in the sleep-out rooms and roof repairs required to this section of the house.

According to ASBIR Senior Inspector, Fred Broekman, potential buyers should be armed with a thorough understanding of the condition of the home they are looking to buy, before a contract settles.

“Potential buyers can easily fall into the trap of assuming that a roof leak may only require isolated repairs to that section of the home.

“However, if the problem has been left unattended for quite some time – as was the case with this home – we usually identify a raft of issues throughout the entire property including wall damage and structural issues to framework, flooring and paintwork that can lead to a much bigger repair bill than anticipated”.

ASBIR’s report also found that roof flashing had not been installed, enabling moisture to penetrate into the garage and deteriorate the paintwork. While the framework was not very stable, with post deterioration that would also require repairs.
