A Handover Inspection or Practical Completion Inspection Report also referred to as a “PCI” has to be the single most important independent inspection you can have carried out when you are building a new home or investment property, in order to check the quality prior to paying the final payment.

A lot of building defects and other issues are not apparent to the untrained eye so it’s important to engage the services of an experienced and licensed building inspector to conduct a quality assurance inspection on your behalf before Handover.

Any defects not identified at this stage may not be rectified by the builder and could end up being your problem later and could potentially end up costing you a lot of money!

The expertise that counts at Handover

Sometimes real estate agents or property managers might offer to do a PCI for a new home owner, and although they might know a lot about real estate they are most often not licensed builders or building consultants, so are not generally not qualified nor insured to carry out such building inspections services as Handovers or Practical Completion inspections.

Comprehensive Handover Inspection Reports

Your Handover Report is a document which includes relevant photos and a summary of the inspector’s findings, namely the defects list.  Defects are listed in the report under the various trades responsible for rectification.  This is issued in an easy to read format which is sent to you by email by the following business day, in most cases.

The list of defects is sent to the builder for their attention and rectification. And if necessary we can also liaise with the builder on your behalf  in regard to rectification of the defects or any items in dispute.  If necessary your report can be used as a legal document in the unfortunate case of a building dispute.

Your property will be thoroughly inspected inside and out for defective workmanship and any incomplete work. Building Stage Inspections during construction

We would also recommend having building stage inspections carried out at various stages throughout construction. The stage inspections we recommend are; frame stage, enclosed or lock-up stage, and pre-paint or fixing stage.  With these building inspections along the way any problems can be picked up during the building process and rectified before the build progresses to the next stage where defects can often be very difficult to fix, or they remain hidden only to reveal unexpected and costly problems down the track.

We can confidently say that ASBIR’s handover inspections are far superior to that of other handovers companies in that we take our time and thoroughly inspect every aspect of your property, both inside and out, from top to bottom.  We inspect many extra things that others don’t, such as; the external roof system, the site including fences, retaining walls, landscaping and site drainage. We scrutinize the complete interior of the home and also look inside the internal roof cavity to check that everything is in good order there.  We also check the floor tiles with a special tool to detect any cracked or drummy tiles.  We don’t rush through our inspections but take our time.  We like to think that this is the type of service we would personally want if this were our own property being inspected.

Other Inspection Services we offer for New Homes

The post-construction inspections we offer include; Contract Inclusion Checks, Defect Liability or End of Warranty Inspections, Property Maintenance Inspections, Termite Inspections, and Building Defect Reports for building disputes.  Please see below for more information about these inspections;

  • Contract Inclusions Checks – At the time of the Pre-Handover or Practical Completion Inspection we can carry out a check of the contract specifications and inclusions to determine if all items such as appliances, fixtures & fittings etc. are the correct type according to the contract. This inspection is particularly important if you live interstate or overseas and are not able to view the property yourself.  You will appreciate knowing that the inclusions you have signed for in your contract are what was actually installed. Differences between the contract inclusions and what is actually provided are noted in the Report along with any defects, so that any discrepancies or omissions can be addressed with your builder before the final progress payment is paid.
  • Re-inspections or Final Handover Inspections – After the Pre-Handover or Practical Completion Inspection (PCI) you will receive a detailed report, which includes a Summary of Findings or Defect List. This list is sent to the builder for their attention and rectification.  Once the builder has completed the rectification work we can carry out a re-inspection or 2nd inspection to check that the defects noted on the Pre-handover or Practical Completion Report have been properly rectified.  This building inspection is most often done on or before the day of Handover but also sometimes
  • Defect Liability/End of Warranty Inspections – Prior to the expiry of the statutory Defects Liability Period we can conduct a Maintenance Inspection and provide you with a written Report or list of items to provide to the builder, noting any defects or omissions which have become apparent since handover and which are considered the builders responsibility. Or it may be defects which were noted at the Handover inspection that have not been rectified by the builder during the warranty period.  Things like cracking to plaster cornices or doors that do not close properly are just a few things that are quite common but will need attention. As the owner you are entitled to have any issues which are considered the builders responsibility rectified within specific time frames and in accordance with builders warranties and the Australian Standard.  You can check this at http://www.qbcc.qld.gov.au/timeframes-could-affect-your-complaint
  • Building Defect Inspections – If you find yourself in the unfortunate situation of a building dispute in regard to any building defects or contractual issues you or your Solicitor may request an inspection report noting the defects or items in dispute, in accordance with relevant Australian Building Codes and Standards. We can carry out an inspection and provide a written Report which you can provide to your Solicitor to send to the Queensland Building and Construction Commission (QBCC)the Queensland Civil and Administrative Tribunal (QCAT), or other relevant authority.
  • Annual Termite Inspections – During construction a termite barrier or treatment should have be installed in your new home. You should receive detailed information regarding this from your builder at Handover to let you know exactly what type of termite protection or treatment was used. A yearly inspection of the property should be done to protect your property from termite infestation and timber pest damage.  We conduct Termite Inspections or Timber Pest Inspections annually to the complete exterior and interior of your property, in accordance with Australian Standards.  We will provide you with written Timber Pest Report which includes recommendations for protecting your property.  You should have a Termite Inspection done at least annually in order to not void or affect the Structural Warranty that was provided by the installer of the termite treatment.
